The dragons are interested in teleportation magic. The Quellithulians in KoS are working for the Awakened. It isn't explained why the dragons are intersted in this kind of magic. Maybe it was used to help them create Deathtoll? Maybe its being used to hide things or find a way to transport their droag troops to the surface world unnoticed? Maybe they just wished to better understand what happened to the plane of sky or to fight the gods directly? In any case, the Quellithulians are interested in this same research and would be perfectly willing to work for the dragons to gain access to their vast vaults of ancient tomes of magic, especially if they had any well perserved documents from the Combine era.
Who knows? Maybe someday EQ2 will offer a new class: the Geomancer.
Well they certainly wouldn't create Deathtoll -- that existed far before the quellithulians ever did. They might have been used in created the portal to access it though. I'll have to try and re-read some of the lore in the DT access quest, it's been years since I did that last.
