Wingrider is correct. It goes by the amount of paid time on the account. It does not count time when the game was inactive. You might have some additional vet time from expansion purchases as well.

It does not matter if the account goes inactive, vet rewards will count from the first day you registered EQ2.
If you only played the day the game was launched then quit and then reactivated the account today, you would still get 5 year vet rewards.
