You get AA from grey quests now. Nothing stopping you from doing those.
And theres a simple solution -- Remove level locking alltogether. We need more PVP high end anyway, lets get some of those level locked characters up there 
Or theres always the eq1 alternative -- Dont allow you to spend aa points till level 51
