@Wingrider01: My CPU is not throttling any sort of performance.  Indeed it is not even using 100% CPU, undoubtedly partially do to the fact that the laptop is a dual-core.  I actually had a SpeedStep throttling issue with my last Dell laptop and agree with Akodia that it is not a contributing factor.  I never even play the game without being plugged into the wall; therefore, power consumption settings do not come in to it.

Check ATI Powerplay settings.  A lot of notebooks default to balanced which even when plugged in don't push your videocard to its fullest.  Change that to performance, and consider getting some kind of cooler to put under your notebook because it will probably get extremely hot if you play for very long.
