I've just checked with CS about the account linking. They are currently unable to relink accounts. The recommended course of action is to restart the process and make sure to follow the instructions carefully (your recruited friend must click the link in the email to download the game) and folks will be refunded the cost for the account that didn't link correctly.

Please refer to this and follow the instructions exactly:
If you haven’t received your in-game promotional rewards, please log in to your account management tool via www.station.sony.com and click the "recruit a friend."
If it says “Invitation sent” and you are absolutely sure that your friend created an account and subscribed, then the incorrect link was used.

Once the account are linked you will see in your “recruit a friend” section of the account management tool on station.sony.com “Trying Game” or when they decided to subscribe right away on their new account “You have been rewarded.”
Please have the prospect contact customer service for a refund of the subscription on the trial account that wasn’t linked up.
