This is not true.  The AGI line proc only ever procs off of melee or ranged attacks--nothing spell based will proc it.  None of our pure debuff songs will proc the AGI line proc at all.  I have had the AGI line for months now and solo many heroic named using the mez/regen method, and have never, ever had this line proc on any of my debuffs.

If you have any gear or buffs up that proc on spell attacks, you'll need to remove them if you plan on debuffing a mezzed mob and keeping it mezzed in the process.  You'll also need to click off/cancel any DoT's that are currently ticking, or they will break mez on the next tick.  I also have "/autoattack 0" in my mez hotkey, just before the mez is cast.  This ensures I turn off attack before the mez lands.  If I am using ranged attacks. I make sure it is shut off before casting my mez (I do not know of a function that turns ranged autoattack on/off, but /autoattack is not it). 

Also, keep in mind that cheap shot and our bellow line can help a bit on mez resists.  With the cheap shot AA maxed I have just enough time to get mez off before the NPC can hit me again.
