Welcome back to the game. Most players will agree with you that the game is a ton better than it was at launch. It truely is a shame that it got off to such a rocky start; I could see this game bigger than WoW if it would have been released in a better state. The availability of the game will change when TSO is released. I hope that the marketing department makes as big of a push as they did for this living legacy thing.
