This *might* be true for a caster that can root/nuke or use a pet, but for any melee class, this is patently false. Sure the stats are good on the armor, but the mitigation is crap. My brigand swapped to wearing her AQ armor as she got it replacing the TD armor. And my mystic I put in MC at level 22.
Stats aren't the only thing that make a piece "good."
Granted, I didn't replace any jewelry until 32, but that's becuz jewelry is stat-only. Armor. . . you'll definitely want to replace it sooner if you're a melee character, else the low mitigation will give you abominable survivability.
