Nah, you just have to have reached level 80 in every crafting class and then respec'ed, and have completed the Peacock, Claymore, and Sword of Destiny quest lines. Hadn't occurred to me to require max tradeskill faction, but I'll be sure to hotfix that in now! 
You mean I gotta go back and finish the Peacock quest line??? (j/k)
