You have to be a VIP in order to be granted permission to use a custom avatar on these forums. 
Usually it's limited to fansite staff and mods/admins/devs, but there have been forum contests from time to time in which the winner received the ability to choose a custom avatar.
(The forum software doesn't yet enfoce the 130x130 max dimensions, which is why they're not enabled for everyone.)
