It's a "threat position increase". This means the pet will AUTOMATICALLY get aggro when you use this ability. Try it out.. get 8 ranks, lifeburn a mob and do tons of damage, then use the taunt. Voila, pet has aggro. The only problem I've ever seen is that it can be resisted and I don't know how to increase the chance of landing... I don't have the Wisdom line yet for my Tank pet's skills so that may end up helping it land... that or increasing my own aggression/subjugation skills?
i ben a playing my necro for a long time, my first toon. #1 what mob that you would like to tank with your pet has a huge aoe? (like an epic)#2 waht good is a pet that does not use combat arts?(pet has stifles, fears & taunts) #3 what kind of mitt/avoid does that your necro have that you would even want to wait till you get agro before you start using the taunt?
i had the STA line when it was passive and my pet rarely lost agro and yes i use life burn regularly, it also work well with linked mobs since my aoe/ae would send hate to my pet. i used the STA line for raiding because i could go nuts life burn at 80% on a name balls to the wall DPS and the hate transfer was enuff to keep me form having much hate problems, plus the STA line use to have a nice stiffle that worked on epics AND not to mention the aoe immunity, the immunity was my main reason for usning it i was in a cool guild and i kicking back being lazy, and dint want to keep summoning my pet(my dps was still 2k) 
. the new STA line sucks. the stupid taunt is one more thing for an all ready complex soloer to do and the fact that it does not work most of the time makes it and even bigger loose. either way wasting all those AA for just solo isint worth it for me( i solo fine with out it).
Ps. im sure soe will fix the resist issues the taunt is having or they will say working as intended. you cant increase your pets aggression(other than def stance or dirge?) coz that would open the door to other tank stats i want parry!.
