If its any help I can tell you that in my technical opinion armour dyes are effectively impossible to implement in a true next gen graphics engine like EQ2 which never intended to use such, without a fundamental restructure of the graphics engine. This is because of the non procedural nature of the full colour bitmap textures, and the use of extensive non procedural shaders. The costs of this kind of development would include:

Large development time.

Performance hit for players already struggling.

Poor visual end result/mismatch compared to existing graphics (this is the case with most existing dye systems in games)

Possibility of significant new  instabilities and uninteded consequences.

I cant see its even plausible as an addition.
