I have the +40 to heal spells for the hands adornment.

The question I have is what determines what the "up to..." is?

The amount added is always consistent, when you examine the spell and equip/unequip the piece I was getting about +25 to my heals (ie 950-1250 vs 925-1225). What makes it higher? It doesn't appear to be random, so either there is something that makes it higher, or its deceiving when up to +40 really means +25.
