So it doesn't look like they were disappearing, but rather whoever managed to finish this quest did so back before it was broken.

Glad it was something as simple as that though. Can you check and see if this is the problem with harvests and collections in the Sunken City zone as well since its been barren since 19a (and was where I usually get all my collections in live as its a nice jog around a few rooms).
