After you select your city and click on Next (or just click next if only one city is available due to race) you should get a set of 16 icons representing the classes you can pick from. After you select a class icon and click Next again you should choose a name and it will only show the test server for servers to choose from. After you click next there it should take you to the appropriate newbie zone (Queen's Colony for Qeynos and Outpost of the Overlord for Freeport).
