If I remember, from when I was moving, "collect all" doesn't use the overflow but gives you an error when you've filled your inventory (which happens -fast- when you have a lot of stuff).  I didn't lose anything, but I had to "collect all" more than once. If "collect all" went to overflow, that would be a solution, too, but would only work for your own stuff, not for anything anyone else had placed.
