The pair of light armor legs that my monk found were of orange con to level 23, but they were just slightly less armor than my store bought legs.
So if you find them they'll work. Non-magical.

apparently these armor drops are vendor trash, so then maybe there is hope for crafters after all. well a little hope since the devs continue to ignore the crafters pleas for mercy.
just when crafters get attuned items they finding something new 2 complain about,will this never end?crafters wont be happy unless they have 100% of the market i guess?
