Well, one benefit to getting the recast timers lowered by 1 sec. for CA's such as Jugular and Crippling Strike is that they would then be affected by Exacting. At least that's what I'm interpreting "Improves reuse speed by 1 second" to mean. Dunno what use it is if that's not the case.
