You "cast" or "recast" at one second per second. This means that a spell with a recast time of 10 minutes recasts in 10 minutes (10/1).If you get a timer reduction, you "cast" or "recast" faster. So at 40%, instead of one second per second, you get 1.4 seconds per second. So a recast time of 10 minutes is "reached" in 10/1.4 for 7.14 minutes.YOU, the player, "cast" or "recast" faster with a "timer reduction." The "timer reduction" does not affect your cast or recast time itself directly.
It's kind of like driving. If you go at 100 mph and get a 40% increase, you now drive 140 mph. At 100mph, you reach 100m in 1 hour, but if you go 140mph, you reach it in 0.714 hours, which is NOT the same as arriving to 100 miles 40% faster (which would be .6 of an hour).
