I'll assume you're asking about for raid.  Some of it will depend on what mob you're fighting.  For some getting debuffs out is more critical than on others (like Tarinax), or getting swipe up (like most AE mobs other than Tarinax).  At the risk of being called a major noob for not doing it the absolute best way, on a standard mob:
 
I'll usually revoke first.  I do this since this is the only attack we can't use from behind, so I can get that out of the way then stick behind the mob for the rest of my CA's till revoke refreshes.  Then will shrouded blade and ruckus, because they are good debuffs for the start of a fight and have fast recast... so will be back up and ready when done with some other CA's.  If it's a tough mob, I might hideaway and skewer...
Then get your dots out.  Some will tell you to get these out right away for best dps.  I will usually do the above first, though.
 
Then major debuffs.. secure (to kill the wizzy), devitalize, rake, dispatch.. followed by restrain, malicious assualt, double up... then anything else you have up still. SMILEY
