They fixed the Halo of the Scaleborn so that it doesn't poof after 3 uses anymore. It gives roughly 300 power back when used and has a 15 minute recast timer on it, good in a pinch I guess. The actual Inquisitor class hat with the pope graphic is a quest you get from Hoola or some such npc on Strifewind Isle in the Barren Sky and I guess it takes you into Halls of Fate which is currently a broken zone.
