All mobs have a chance for a master drop though very very rare.
Named mobs now in revamped dungeons and generally all named mobs have a better chance for master drops. Though the revamped places (RE, RoV, WC, BB, SH, FG, etc) have better odds.
Epics (raid mobs) have the best chance.
