Actually, I'm pretty sure it has dropped on other servers. When I got my Aery Hunter Master 1(about 2 weeks ago), I wondered if it was a world first or not. I had someone check, and apparently they said it was listed as found sometime early in the expansion. Sometimes it takes a veeery long time for the database to show worldwide discoveries and such. I'm more skeptical about this guy, because he simply called it "level 60 master air pet". Stranger things have happened though. A Guardian in my guild got his master 1 defensive stance for 2 plat...
