When I'm with a dirge in the group, I get no difference whatsoever if I put up Beholder's Eye on my display for regen. When he has it off, then Beholder's Eye will increase my regen to a point.

I know what the Dev's say, and maybe intend, but what it is actually doing in game is not the case.
