Yes, without raiding the best you can hope for is relic armor (do a search, plenty of info on that) as Vyemms trash mobs can be done with a single group.
There are also a few nice heritage items which compares to fabled gear (raid drops).
But as has been pointed out plenty of times before. If you don't raid, then you have little need for raid drops to survive your everyday grind.
