In my opinion they should shave about 10 seconds off the recast so you can use it about once per fight. Too many times i find that anarchy still hasn't come back when i go to pull again. Aside from that love it; great spell. I use it as an aoe taunt also when the group gets adds. Its great because the hate generated is not encounter specific.
