this is what i always considered the order should be
  • defensive stance
  • taunts
  • perma-buffs (group)
  • perma-buffs (single target, ally) buffs
  • temp buffs
  • offensive stance
  • biggest attacks
  • debuff attacks
  • stuns/interrupts
  • everything else
