Yes it does break after 1 use if your fighting epic mobs. I was down in Silent City yesterday in raid area, used tower of stone, and bam, broke on the third hit. Luckily I still had a second tower shield on me.
Oh, I have Adept III tower of stone too. /shrugs And both of my Tower Shields are Fabled. Not sure what axor is saying about the 45% thing. Maybe that is on normal mobs.
