yup, need to be lvl 23 to wear the pants, lvl 24 for the final chest piece. I finished at lvl 22 and can wear all but the legs/chest.

My Racial Trait came up at lvl 18 (Kerra Rogue) so i chose Fleetness of Foot or some such and my Agility did indeed increase by 5 points (it's at 54 now)
