I use tin arrows when I'm broke for grouping just to be able to do CA's.  Arrows only get more expensive, my advice is to get the best Makeshift Arrow skill u can afford.

I use the hawk during raids, it is a good indicator of when a nasty aoe is down.  Never once have I seen it grab agro, never once has it died and the mob jumped to me.
