He spawns at the back of the main floor on the balcony above the vanquisher.  Just have someone pet pull it down behind the vanquisher and he's easy.  The weapon is pretty rare though I think.

I did the quest shortly after it was nerfed in...

I did the quest shortly after it was nerfed in gu37 without any problems...if you're still having problems with that part of the quest, my suggestion would be to delete the quest and do it...

jboots increase out of combat run speed but fury aa's increase in combat run speed so they don't stack.  pathfinding and ranger aa's increase out of combat run speed so they stack with jboots.
