No the answer is zones that level the playing field or a fix to mentoring. CoH/CoV has something like this. It works kinda like mentoring, when you enter the zone it makes everyone the same level....

Druids in lower tiers are really strong, for some reason wardens don't seem to lose much ground even at T8, unlike fury. Evac makes them 10X much better than any class that doesn't have it.
