At L13 I wouldn't even use root.  The damage your can do to the mob is waaaay higher than what the mob can do to you.  So rooting at this level is really a waste of time and power.   And use your HOs...

I think I would do icy coil and BoF. An adept 3 icy coild should improve damage on all your spells since elemental mitigation would be decreased a lot more with adept 3 icy coil.
