there is more to t2, t7-t8 pvp tbh.  Lots of pvp t2-t8, just have to know where to look.  Leave TD and DLW and you will find it ie: TS, EL, ZEK, BBM, CL, SH, WC, SS, MAJ, KOS etc

Ummm i play on naggy and i must say dlw is not as safe as you say.  There are gank squads that roll in there daily.  If you want a safe zone "ruins" is the safest on freep side.
