I would say it's not a case of the devs can't make it work that way but that they don't want it to work that way.  I would think that they have a reason behind not wanting it to change your faction...

The  guardian is a bear pet.  It lasts for 10 mins per use and you get 2 uses per purchase of the blessing.  At 70 it tanked a level 63 ^^^ fairly well with some healing.  It doesn't hold agro too...
