The contested xp nerf starts at Lvl 96 and its for all contested zones (except AoM). I have spent a lot of time running the old zones to confirm this news. However, normal instance xp is untouched.

I'm not sure if anyone or SOE posted a list of zone progression yet but last xpac we had a list of which zones to start in and which zones where end of the line zones. I know Feldon did a great job...
