Personally i think they should get rid of ranged...

Personally i think they should get rid of ranged crit and have melee crit mods work the same for ranged. I don't like having a specialized set of bonuses/armor that pretty much 1 or two classes would...

As for the OP the reason all the buffs are melee only is found in the history of the ranger. From day one rangers were proc masters because of the game mechanics...i mean a single CA had about a 90%...
