I would think it's a simple case of supply and demand. Since leveling is easier, lower tier rares will be worth less, because less people will be buying them.

So, I'm running EQII on a slightly older laptop (Athlon 2000+, ATI Raedon Xpress 1150 w/320mb video ram and 894mb RAM) and I know I have to turn down the settings on the game for it to be playable...
