In my experience, this only happens if there is no brigand on the raid or no troubador in my group. Either of these can lower overall dps by 2-300 and is particularly bad if neither are present....

Perhaps having it reset does trigger this. We didn't wipe to him (at least not before he was spitting out extra adds) but we did pull it twice because he killed the puller on the first pull....

Definitely messed up. He was spitting out 2-3 adds every 10-15 seconds...which resulted in a very amusing screen shot. We had to skip him.
