This a quest you can get after you speak with the Steward by the portal in EJ.

The quest giver (NPC): Veris Windcall 28.08, 2.34, -49.04

After talking to Veris, enter the cave which leads out to the shore. Find 6 injured npc's along the shoreline, talk to them, and send them back to camp.

As of 10/23/2012 the quest is currently bugged. The scouts you are supposed to destroy are the mobs already on the beach. However they will not update your quest if they do not have a feather next to their name. Many of these mobs will NOT have feathers. You will need to search until you can find feathered ones.

I just stumbled upon 2 skirth gnashers, one updating with the feather and another one without feather and not updating.

Fixed. This was due to a population split we did earlier that allows the beach area to change up its population as you progress through the quests. I had not gone back and attached the new NPCs to the quest objectives. In short, all the shore mobs should update the quest now. "Now" being "after the next patch, or whenever I have enough time to push the changes directly to Beta".
