It can be attuned at any level.  I just ran into a lvl 8 monk in Willow Wood wearing one.It can be looked up on ogaming.

<DIV>According to Ogaming, it drops from Commander Kulcath - named giant in Sol Eye.  This makes it a T5 weapon, which is conistent with the stats (although that is a [expletive haxx0red by Raijinn] nice T5 dual wield to drop from heroic content).</DIV> <DIV> </DIV> <DIV>The lack of a level floor is clearly a bug.</DIV>
