Confused about the text on a ring

<p>Both rings have the same effect, but one of them have the text above it that is making me confused.I would like to ask if someone knows if it does proc on any hostile spell, or only heatbased like the white text says.</p><p><img src="http://i273.photobucket.com/albums/jj222/Nelfia/ringalvl60.jpg" /></p>

<p>I believe a while back it used to be heat based spell only, now it has been improved to all hostile spells.  If you ever have a question about an item, don't read the text, read the effect.</p><p>"On a hostile spell cast..."</p>

<p>Ive done a few group now, both BG and normal ones. I havnt seen it proc a single time.And im talking about the one that doesnt have the heatbase-text at the top.</p><p>Seems to be bugged.</p>
