I have to admit that I'm really confused when I look at the +Toughness and +Critical Mitigation adornments. Based on their current values, why would anyone ever pick the +Toughness adornment?

Based on Timetraveling's old post, the 90th cap value on Toughness is 600. At 600 Toughness, a person will have a 40% flat damage reduction and 60% critical mitigation. This means that the +5 Toughness adornment effectively grants +1/3% flat damage reduction and +1/2% critical mitigation. So if a person was wearing full BG armor with Blue adornments, they could have either +35% Critical Mitigation or +3.5% Critical Mitigation & +2.33% flat damage reduction.

How is there any thought involved in this decision? I know that most people will never get close to the 600 Toughness cap without adornments since they should be mixing some PvE gear in to their PvP gear set up. But when you compare the cost vs benefit ratio for these Blue adornments, using the Toughness adornments just seems to be moronic. The whole point of the SF damage mechanics system is based around giving people insanely high +Critical Bonus values. So why would someone ever ignore this threat?

Now if the +Toughness values were at least +15 or more, then I could see people having to actually think about the matter. But under the current values, why is the adornment vendor even selling +Toughness adornments?
