I have a level 31 sk with 48aa's and a level 10 dirge with 3aa's. I noticed that when the level 10 kills a yellow mob he gets 7% aa exp but when the level 31 kills a yellow, he only gets 1% aa exp. Is that because of their level difference or do the aa levels get harder the more you get?

Thanks in advance.

The rate slows down the further you go along.

So you mean the more aa's you have, the slower it gets?

The reason I ask is that I was wondering if it wouldn't be better to grind out the aa's at level 10 if they come easier at that level.

That's right. The progression is based on the number of AAs you have, not your character level. As your AA gets higher, you're going to find that it takes multiple kills to earn 1%.

Having said that, the ratio of xp:mob's level is not consistent through the game. For example--with this latest expansion, the mobs in SF do not give much in the way of XP at all. You do better grinding on lower level mobs in other parts of the game like Seb. So despite what I said above, you're going to find that there are sweet spots to grind AA. Ultimately it comes down to how fast you can kill a group of mobs. Some people will level lock somewhere around L15-L20 and go to Firemyst Gulley where they can mass kill the hordes of green con, heroic mobs. If have a high lvl, high DPS char mentoring you + any bonuses you can acquire (RAF, bonus weekends, potions, etc) then you can get over 100AAs pretty easy in that one zone. But it's due to the sheer volume of kills in a short order. It's not something that's going to be done solo. For solo, the best way to get AA is from questing.
