<p>I don't see why not.  You can betray to, say, Qeynos.  And then use the new citizenship changes to change to Halas.</p>

<p><span style="color: #00cc00;">And if you had a DE who betrayed back during the OLD betrayal Questline, it sometimes get a glitch in that Vishrah wants you to finish the New quest to become a Citizen and you loose all your Adepts that you have gotten since you finished the old quest.</span></p>
