Anyone else noticing a 3% - 4%~ decrease in our mit lately? Perhaps it's the lvl 90 in level 80 raid gear because I haven't upgraded anything except charms, cloak, and shield none of which had +to physical. So I'm puzzled what's up with the decrease.

Moreover, when I added 3, 1.3% increase mitigation items equaling 3.9% mitigation increase respectively while solo it nets about 0.6% total mitigation increase which has me stumped.

I'm assuming it because the all percentages are being summed first then then added to our base mit, but still, 3.9% should equal 3.9% not 0.6%. Either way, I'm still not where I was before the expansion. I'm just curious if anyone else is noticing anything along these lines.

You already answered your question at the begining of your post. It is being level 90 in level 80 gear. Your base mitigation that you see when you examine yourself or will show in your UI is calculated based off both your level and your gear level. The formula is:

EFFECTIVE Mitigation = (mitigation)*(item-level)/(player-level)

So if you are wearing t4 gloves for example, they are normally 616 mit, but due to the item being so below your level they are actually only providing 548 mit.

Then if you take into account that a similar formula is then applied for mob level to your level for mit and other stats you can see that unless you need the crit mit for raiding in alot of cases T9 legendary instance drops are going to give you more mit than your t8 fabled. With the exception of course of your BP because the 5% innate damage reduction is pretty uber and until you can get a BP with something close to that it's not worth changing that out.
