<p>The Malign Mantle has some significant variance in power cost based on power pool size.aITEM -2022007047 -1757769091:Malign Mantle/a11,444 max power in my healing equipment, ungrouped in East Freeport, the examine shows:Heals target for 1490, and 570 every 2 seconds.572 power to cast and 457 power every 2.0 seconds.Inflicts 228 mental damage on target, on any successful attack.7376 max power in my DPS equipment (plus malign cloak), ungrouped in East Freeport, the examine shows:Heals target for 635, and 570 every 2 seconds.368 power to cast, and 295 power every 2.0 seconds.Inflicts 228 mental damage on target, on any successful attack.Testing shown my +heal mod had no bearing on the power cost of the activatable effect.I engaged a grey heroic, left auto attack on, turned my back and activated the cloak. It was draining either 4% or 5% power every 2 seconds. The total cost was approx 64%, of an 11,444 power pool. A bit excessive, especially for a rather small 228 damage proc.My question to the devs : Is this item draining over 60% of the users power, per activation, intended?</p>

Yes, it is percent based, not numerical based.

<p>Yes, I tested in both equipment sets and got the same percentage results before I posted... This does not mean the total % cost is as intended by the items creator. It's a question worth asking given the excessive size of the total cost.</p>
my drape of hate(same mob loot) drains me to 8khp , w/ 20k raid buffed and 6k solo 14k solo buffed, but it looks [Removed for Content] cool!(if this effect was castable w/o being equipped, then it's a great item that works along with your other items, but any guild that can kill byzola has access to 1000x better capes, heck ppl who can kill byzola want RE2 super uber not dropping fabled cloaks instead. But it does look awesome, i won't commend the equipment designer, but rather the artist, since thats the only thing worthwhile to commend on my drape of hate.

I have only used the cloak on trash mobs, generally in my DPS gear and it does siphon a what seems and excessive amount of power. I don't have raw numbers, because I am at work it, but it has dropped me down to 30% from full before.It does have a great design though, one of the best looking cloaks.
It's fine, imo. It adds roughly 500 DPS for a single fight. I really don't think the power usage on it is too extreme for what it offers. I have 1 and use it multiple times during Avatar fights with 0 power problems.
