Any way to open Crushbone Keep jail cells?

I'm standing outside the last cell in the Crushbone Keep jail, looking at the blue sparklie that is just out of reach in the cell, and wondering -- can these cells be opened?  Who has the key?

To my knowledge, the only time you get to open all 3 cells at the same time is part of the Marr diety questline.
