Ancient Desert Power HQ for Kelethin residents? (Possible spoilers)

Have any other Kelethin residents had problems with this quest? I'm stuck at the "return to the library of my home city and speak with someone who may know about the desert" step. When I started this HQ I was still a Q resident and spoke to the sage in the tower in NQ for the first parts of the quest. But I changed citizenship and am now a Kelethin citizen. I've tried every NPC around the "Old Kelethin Research Library" but none offer any information about the desert. The Q side sage doesn't advance the quest for me either, obviously, as that's no longer my "home city". I sent in a support ticket but got the boilerplate "check the forums for help" reply and no acknowledgement of a possible problem with there not being a Kelethin NPC for this quest. Just curious as to whether any other former Q residents that moved to Kelethin after starting this HQ have had problems as well.

I did this quest as a Kelethinian and had no problems. Go to the Mage tower in Qeynos and you will still be able to complete that part of the quest. If it doesn't work then it has to be bugged.

I'm thinking it must be bugged then. I've been to the mage tower in Qeyenos a few times and it's not updating. I was a Qeynos resident when I started it, but moved to Kelethin, and it's been since then that I can't get the NPC to talk to me.

Are you sure your talking to the Libarian Dungil. I am a kelethin resident and just did the whole HQ two days ago.
