They drop randomly from raid zones and mobs of that level... you have more chance of getting drops from named in instances and on raid zones.  I end up buying many that I do not loot, I snap them up when i see them on a broker.  The trick if you want to risk it, is to sell the rares you would have used for adept 3 and be patient and smart in buying the masters when they appear on brokers.<div></div>
